Notice from the Institute For Human Rights on the Arrangements for Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year

To ensure the orderly conduct of the graduation qualification review and degree conferral for graduate students in the second semester of the 2024-2025 academic year, in accordance with the Notice on Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year (Fada Yanzi [2024] No. 50) issued by the Graduate School and the Notice on the Arrangements for Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year, the relevant matters are hereby notified as follows:  


I. Overall Timeline  

Starting from February 28, 2025, graduating graduate students or degree applicants (hereinafter collectively referred to as "applicants") may log in to the Graduate Comprehensive Management System via the "Smart CUPL" portal on the university homepage within the time specified by the Institute to submit online applications for graduation (only for current degree-seeking students), degree applications, thesis submissions, and high-level academic achievements for doctoral students. Applicants must also submit the required paper materials as specified by the Institute.  

Applicants must strictly adhere to the deadlines for online information submission and paper material submission. Late submissions will not be accepted for graduation or degree applications this semester.  

According to the academic calendar, the University Degree Evaluation Committee will convene on June 12, 2025, to review degree conferral matters for this semester. Only those approved by the committee will be awarded degrees.  


II. Online Information Submission  

The processes for degree conferral, graduation qualification review, and academic integrity review of theses are all conducted online through the Graduate Comprehensive Management System (hereinafter referred to as the "Management System"). Applicants should carefully read the system instructions, familiarize themselves with the application process, and accurately fill in all required information.  

1. System Login Method, Username, and Password  

  All faculty and students can log in to the Management System through the "Smart CUPL" portal on the university homepage. A unified login entry is used, and no separate username or password is required. Off-campus login does not require VPN access.  

2. Submission of Graduation and Degree Application Information and Thesis  

  - Start Time: February 28, 2025, 8:00  

  - Deadline: March 10, 2025, 16:00  

  - Recommended Browser: 360 Browser (Speed Mode)  

  Note: Advisor approval must also be completed before the above deadline. Applicants should ensure sufficient time for advisors to review materials and complete online approval before the deadline.  

  Applicants must fill out and download the Graduation Qualification Review Approval Form (double-sided printing, only for current degree-seeking students) and the Degree Application Form before the Institute's deadline, and upload the following materials:  

  (1) All applicants (including those applying only for graduation and not for a degree) must upload an anonymous version of their thesis (PDF format) to the Management System. The anonymous version must omit the author's and advisor's names, including the acknowledgments section. The electronic version of the thesis must be identical to the submitted paper version. Non-compliance will result in adverse consequences for the applicant. The electronic thesis should be named in the format: "Student ID + Thesis Title.pdf".  

  (2) Doctoral students must meet the university's requirements for high-level academic achievements before applying for a degree. Specific requirements can be found in the China University of Political Science and Law Doctoral Student High-Level Academic Achievement Evaluation and Recognition Measures (Fada Fa [2021] No. 55). The review and recognition of high-level academic achievements for this semester will be organized and implemented by the Institute in accordance with the measures.  

  Doctoral students must upload the recognized high-level academic achievements (scanned in PDF or JPG format) to the Management System as required by the Institute. Submission requirements for electronic materials:  

  - High-level academic achievements: Full text;  

  - Published academic papers: Journal cover, table of contents (highlighting the applicant's article title), and the article page;  

  - Published academic monographs: Cover, copyright page, and table of contents;  

  - Research projects, joint training, internships, and awards: Certificates or proof materials.  

  According to the China University of Political Science and Law Doctoral Thesis Pre-Defense Management Measures (Fada Fa [2019] No. 51), doctoral students who fail the pre-defense are not allowed to submit degree applications this semester.  

  Important Note: During the degree application process, applicants may pre-fill the Degree Conferral Registration Form. After the thesis defense, applicants must complete and confirm the information in the Degree Conferral Registration Form. Applicants must ensure the accuracy of the information provided, as this information will be reported to the Ministry of Education. Inaccurate or incomplete information may result in the applicant being unable to verify their degree conferral information on the official website designated by the Ministry of Education, which may adversely affect further education, employment, job adjustments, or promotions.  


III. On-Site Submission of Paper Materials  

1. Submission of Application for Conversion from Completion to Graduation (Only for Students Who Have Completed Their Studies)  

  - Time: February 25, 2025, 10:00-11:30  

  - Location: Institute For Human Rights Office  

  - Materials: China University of Political Science and Law Master's Student Completion to Graduation Qualification Review Form or China University of Political Science and Law Doctoral Student Completion to Graduation Qualification Review Form (paper version). [Forms can be downloaded from the Graduate School website: http://yjsy.cupl.edu.cn/xjgl/cyxz.htm]  

2. Application for Early Graduation  

  Academic master's students applying for early graduation must submit a written application to the Institute by 11:30 on February 25, 2025. Doctoral students in this program are not eligible for early graduation.  

3. Submission of High-Level Academic Achievement Recognition Materials  

  - Time: February 25, 2025, 10:00-11:30  

  - Location: Institute For Human Rights Office  

  - Materials: Doctoral degree applicants must submit academic achievements or relevant proof materials (one original and one copy) for graduation qualification review. The requirements for copies of academic achievements are the same as those for electronic materials specified in Section II, Part (1), Item 2 of the Notice on the Arrangements for Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year. Additionally, electronic materials and the completed Doctoral High-Level Academic Achievement Information Collection Form (attachment download) should be sent to the academic email: ihrjiaowu_cupl@163.com.  

4. Degree Application and Graduation Qualification Review Materials  

  Applicants who have completed online information submission and thesis upload must submit the required paper application materials as specified by the Institute. The submission time, location, and material requirements are as follows:  

  - Submission Time: March 11, 2025, 10:00-11:30 or 14:00-16:00  

  - Submission Location: Institute For Human Rights Office  

  - Materials to Submit:  

(1) Current degree-seeking students (dual-certificate students): Submit one copy of the Graduation Qualification Review Approval Form. Download from the Management System, print double-sided, and complete the form. The advisor must provide detailed comments and a clear opinion on whether they agree to the student's graduation, along with their handwritten signature. In the advisor comments section, the advisor should briefly evaluate the student's character, academic performance, academic level, and thesis completion status, and clearly state whether they agree to the student's graduation.  

    Note: After the advisor completes the comments and approval in the Management System, the student must download the Graduation Qualification Review Approval Form containing the advisor's comments and submit it to the advisor for their handwritten signature. Electronic signatures or proxy signatures are not allowed.  

(2) All degree applicants: Submit one copy of the Degree Application Form. Download from the Management System, print double-sided, complete the form, and attach a photo. The advisor must provide detailed comments and a clear opinion on whether they agree to the student's thesis defense, along with their handwritten signature.  

    Note: After the advisor completes the comments and approval in the Management System, the student must download the Degree Application Form containing the advisor's comments and submit it to the advisor for their handwritten signature. Electronic signatures or proxy signatures are not allowed.  

(3) Doctoral degree applicants must submit the China University of Political Science and Law Doctoral Thesis Post-Pre-Defense Revision Review Form, approved by the advisor and the pre-defense committee chair (or a committee member authorized in writing by the chair).  

(4) Submit one official transcript with the university seal (excluding the transcript attached to the degree application form).  

(5) All degree applicants and those applying only for graduation: Submit an anonymous paper version of the thesis. The paper version must be identical to the electronic version submitted, and the thesis title must match the title in the Degree Application Form.  

    Degree applicants should collect thesis covers from the Institute by 14:30 on March 5 and print the thesis according to the China University of Political Science and Law Thesis Format Requirements.  

    Important: The anonymous thesis must not contain any personal information related to the author, including the author's name, advisor's name, acknowledgments, or postscripts.  

    The paper version of the thesis must match the electronic version submitted to the Management System. If inconsistencies are found, the applicant will bear all adverse consequences.  

    - Doctoral students must submit: 8 copies  

    - Master's students must submit: 11 copies  

(6) Submit the Thesis Submission Commitment Form (attachment download), signed by the applicant with the submission date.  


  Note: The university will arrange for the distribution of the Graduate Student Registration Form. Graduates should attach a photo and fill in the form accurately and comprehensively for inclusion in their graduation file. The collection and submission time for the Registration Form will be notified separately by the counselor.  


IV. Academic Integrity Review of Graduation (Degree) Theses  

All graduation (degree) theses (including those reapplying for degrees) must undergo an academic integrity review. The review process follows the China University of Political Science and Law Thesis Academic Integrity Review Measures (Fada Fa [2013] No. 109). Doctoral theses must be at least 100,000 words in length. For thesis format and printing requirements, please refer to the China University of Political Science and Law Thesis Format Requirements.  

Degree applicants must submit an anonymous version of their thesis to the Graduate Comprehensive Management System within the time specified by the Institute as the official version for degree application. Master's degree applicants must also submit a paper version of the same thesis.  


V. Thesis Review and Defense  

After applicants submit their degree (graduation) applications, eligible theses will proceed to the expert review stage. Theses that meet the passing standards in the review will proceed to the defense stage. The defense arrangements will be determined and notified by the Institute. All degree applicants (including those reapplying after deferral) must undergo academic integrity review, thesis review, and thesis defense this semester. Applicants should pay close attention to the review results at each stage. For further details, please refer to the China University of Political Science and Law Degree Conferral Measures.  


VI. Submission of Final Thesis and Confirmation of Degree Conferral Information  

After passing the thesis defense, degree applicants must revise their theses under the guidance of their advisors based on the feedback and suggestions provided by the defense committee. Applicants must also complete the following tasks as required by the Institute:  

1. Online Information Submission  

  After passing the defense, log in to the Management System to complete the Post-Defense Thesis Revision Report, fill in and confirm the Degree Conferral Registration Form, and submit the final version of the thesis in both named and anonymous formats (PDF). The named version is submitted to the Degree Office, and the anonymous version is submitted to the Quality Supervision Office. The thesis must include all required sections (optional sections excluded): Cover page—Thesis Originality Statement and Authorization—CNKI Authorization (optional)—Title page—Chinese abstract—English abstract—Table of contents—Introduction—Main text—Conclusion—References—Appendices—List of academic papers published during the degree program (optional)—Acknowledgments (optional)—Back cover. The thesis cover (2021 version, do not use older versions), Thesis Originality Statement and Authorization, and CNKI Authorization can be downloaded from the "Common Downloads" section under the "Degree Management" tab on the Graduate School website. The anonymous version must omit all author and advisor names, including acknowledgments. The anonymous thesis should be named in the format: "Student ID.pdf".  

2. On-Site Submission of Paper Materials to the Institute  

  - Submit one paper copy of the Post-Defense Thesis Revision Report. Download from the Management System, print double-sided, and obtain the advisor's signature after review.  

  - Submit two paper copies of the final revised thesis, which must match the electronic version in the system.  

  Note: The thesis must be printed and bound according to the China University of Political Science and Law Thesis Format Requirements. Theses not printed or bound as required will not be accepted.  

3. Submission of Thesis to the Library  

  Before completing graduation procedures, degree applicants (including those with equivalent qualifications) must submit the final version of their thesis (both paper and electronic versions) to the university library. For detailed requirements, please refer to the China University of Political Science and Law Thesis Submission Guidelines on the library website.  


VII. Graduation and Degree Certificate Photo Collection  

Please refer to the Notice on the Arrangements for Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year issued by the Graduate School.  


VIII. Important Notes  

1. All applicants must strictly adhere to the timelines for each task, prepare in advance, and submit their theses and related materials on time. Late submissions will not be accepted, and failure to meet deadlines will be considered a voluntary withdrawal of the degree application, with all consequences borne by the applicant. No one may delay the submission of the final thesis or other materials for any reason. Those unable to submit on time must apply for deferred graduation and defense procedures. Once the final thesis is submitted, it cannot be replaced.  

2. For specific defense arrangements and follow-up matters, please pay close attention to the "Notices and Announcements" section on the Institute For Human Rights website.  

3. For matters not covered in this notice, please refer to the Notice on the Arrangements for Degree Conferral and Graduate Graduation Qualification Review for the Second Semester of the 2024-2025 Academic Year issued by the China University of Political Science and Law Graduate School.  

4. If there are any changes to the arrangements for this semester due to policy adjustments, further notices will be issued. Please stay updated on the Graduate School website.
